Stakeholder Interactions, Systemic Gaps, and Governance Solutions for Circular Fashion: A Structured Review

Abstract
The global fashion industry is undergoing increasing scrutiny as environmental degradation, resource intensity, and social inequities expose the need for more coherent and circular system architectures. Achieving this transition requires coordinated action across designers, manufacturers, retailers, consumers, and policymakers, yet meaningful progress remains constrained by fragmented responsibilities and uneven capabilities across the value chain. This study conducts a PRISMA‑guided systematic review of 121 records, synthesizing 33 peer‑reviewed articles to examine how stakeholder roles, interactions, and interface dynamics influence the advancement of circular fashion. The thematic analysis, supported by VOS‑based conceptual mapping, reveals that early design decisions shape the majority of life‑cycle impacts, manufacturing performance depends on stable governance and buyer alignment, retail environments largely determine consumer uptake of circular behaviours, and policy instruments such as due diligence and extended producer responsibility provide essential but inconsistently applied regulatory foundations. Across these domains, the review identifies critical systemic misalignments including non‑comparable data structures, misaligned incentives, fragmented sustainability signals, and capability gaps that disproportionately affect suppliers in global sourcing regions. To address these challenges, the paper proposes an integrated governance blueprint built on transparent and interoperable information flows, circular design principles, retail‑anchored service ecosystems, and harmonized regulatory standards that support supplier participation and long‑term capability building. By conceptualizing circular fashion as a coordinated governance challenge rather than a collection of independent initiatives, this review offers a practical pathway for strengthening system coherence and accelerating sustainable transformation across the fashion ecosystem.
