The Impact of Cloud Computing on Driving Digital Transformation in Government Institutions

Abstract
This systematic literature review looks at the way cloud computing is facilitating digital transformation within government institutions. Utilizing peer-reviewed articles and official policy materials found as a result of a systematic search in Scopus, Web of Science, Google Scholar, ScienceDirect, and SpringerLink, the paper summarizes the evidence on the importance of IaaS, PaaS, and SaaS in delivering services to the public, cost-effectiveness, interoperability, security, and citizen value. Literature comes to a certain conclusion: cloud computing may enhance agility and scalability but advantages are conditional depending on the quality of governance, preparedness to the legacy system, design of procurement and ability of the workforce. It is also revealed in the review that the most protracted tensions are related to data sovereignty and vendor lock-in, as well as the lack of equal digital maturity among agencies. The paper is valuable in (i) bringing the fragmented literature together into a coherent cloud-to-outcome model, (ii) determining the mediating factors that contribute to adoption success or failure, and (iii) suggesting a future research agenda that addresses hybrid architectures, AI-enabled services, interoperability, and digital inclusion. In general, cloud computing is not to be seen as an upgrade of a technical nature, but rather as a governance capacity that informs the formation and delivery of value by the public institutions themselves.
