Advancing Gender Equality in Uganda: Evaluating the Gains and Setbacks for Women

Abstract

This article critically examines the progress and challenges of advancing gender equality in Uganda, focusing on legal, institutional, social, and economic dimensions. Drawing on constitutional provisions, key legislation, national policies, case law, and international commitments, the study highlights significant strides made in girls’ education, women’s political representation, reproductive health, and economic empowerment. However, persistent barriers such as patriarchal cultural norms, gender-based violence, economic disparities, and weak enforcement mechanisms continue to hinder substantive equality. The article employs a doctrinal methodology complemented by empirical data and case studies from grassroots and civil society initiatives. It concludes with concrete recommendations for legal reform, institutional strengthening, gender-sensitive education, and robust monitoring frameworks. The findings underscore the need for sustained, inclusive, and coordinated efforts to achieve transformative gender equality in Uganda.
