Role of Monitoring and Evaluation in Enhancing Urban Water Treatment Project Performance in South Sudan: A Case Study of SSUWC, Juba

Abstract

This study examined the role of monitoring and evaluation (M&E) practices in enhancing the performance of urban water treatment projects in South Sudan, focusing on the South Sudan Urban Water Corporation in Juba. A descriptive, correlational, and cross-sectional research design was adopted using a quantitative approach. Data were collected from 40 respondents, including technical staff, project officers, water treatment operators, quality assurance personnel, and senior management. Findings revealed that M&E practices are moderately implemented, with monitoring activities conducted regularly, contributing significantly to project tracking and operational management. M&E practices positively influence operational efficiency and service delivery by supporting timely decision-making, improving resource allocation, and enhancing water supply quality and reliability. Key challenges identified include inadequate funding, limited institutional capacity, insufficient staff training, poor data management systems, and weak stakeholder coordination. Inferential analysis revealed a significant positive relationship between M&E practices and project performance (r = 0.512, p = 0.003). The study concludes that effective M&E practices are essential for improving performance, efficiency, and sustainability of urban water treatment projects. Recommendations include increased M&E funding, enhanced staff training, adoption of digital data management systems, development of clear M&E guidelines, and stronger stakeholder engagement.
